Frank is President and Chief Operating Officer for WinCo Partners. He is also Co-Chief Executive Officer of Fortem Holdings, an Atlanta-based private equity and real estate investment firm founded in 2020, with operating businesses across industrial development, construction, homebuilding, healthcare, and services.

Under his leadership, Fortem’s portfolio companies have delivered strong performance and above-industry returns through operational efficiencies, strategic capital investments, and buy-and-build strategies. In 2025, Frank took a leave of absence to serve on Elon Musk’s DOGE Team and was appointed by the President as Senior Advisor and Acting Head of Congressional Affairs at the General Services Administration, where he helped advance domestic policy goals, reduce waste and fraud, and improve federal workforce productivity. 

A University of Virginia graduate, Frank began his career at Xerox, later held leadership roles at a tech startup and AOL, and co-founded Ornstein-Schuler, a private investment firm that managed a $120 million real estate portfolio. Over his career, he has helped raise $650 million in capital. He currently serves on multiple boards and has supported numerous charitable causes, with a focus on animal welfare, education, and combating human trafficking.
